WeBOC Customs Assessment Pakistan: HS Codes, Valuation and Duty Calculation

Filing a Goods Declaration does not automatically confirm the importer’s proposed HS code, customs value or duty estimate. Pakistan Customs reviews the declaration, supporting documents and applicable rules before completing the assessment.

Importers should understand what Customs may check, which records may be requested and why the final payable amount can differ from an earlier calculator estimate.

What Is WeBOC Customs Assessment?

FBR describes WeBOC as its web-based system for Goods Declaration filing and end-to-end customs clearance. Its functions include online assessment, document communication, payments, risk-based processing and examination reporting.

  • Commercial invoice and packing list
  • Bill of Lading or Air Waybill
  • Product description and HS code
  • Quantity, packages and weight
  • Country of origin
  • Declared customs value

How Are HS and PCT Codes Reviewed?

A WeBOC HS code assessment checks whether the proposed classification accurately reflects the imported product.

Pakistan Customs uses eight-digit Pakistan Customs Tariff codes. FBR’s official tariff search allows users to search for a PCT or HS code by product description or review the description connected with an existing code.

Classification can depend on the product’s:

  • Material or composition
  • Function and intended use
  • Technical specifications
  • Condition at import
  • Level of processing
  • Brand, model or capacity where relevant

The supplier’s suggested code is not automatically the final Pakistani classification. Customs may request technical literature, catalogues, photographs, composition details or another explanation when the description does not adequately support the declared code.

How Is Customs Value Determined?

Customs valuation Pakistan rules generally begin with transaction value, meaning the price actually paid or payable for goods sold for export to Pakistan, subject to the conditions and adjustments contained in Section 25 of the Customs Act.

FBR explains that transaction value is the main valuation method. When it cannot be accepted, other methods involving identical goods, similar goods, deductive value, computed value or a fallback approach may apply.

The assessable value may consider:

  • Invoice price
  • Freight and insurance
  • Packing and related costs
  • Assists or supplied materials where relevant
  • Royalties or licence fees where legally applicable
  • Relationship between buyer and seller
  • Applicable Valuation Rulings

The invoice value and customs value are therefore not always identical. Customs also has the authority to check the accuracy of statements, documents and declared valuation information.

Which Duties and Taxes Can Be Applied?

Depending on the goods, the assessment may include:

  • Customs Duty
  • Additional Customs Duty
  • Regulatory Duty
  • Sales Tax
  • Federal Excise Duty on applicable goods
  • Other import-stage taxes or charges where applicable

FBR publishes the prevailing Pakistan Customs Tariff and Fifth Schedule for checking Customs Duty and available concessions.

FBR also publishes active import SROs. As of July 2026, these include current notifications for Additional Customs Duty and Regulatory Duty, together with exemptions and preferential trade arrangements.

Imported goods are generally subject to Sales Tax unless a specific exemption applies.

How Do Valuation Rulings and SROs Affect Assessment?

An FBR valuation ruling and SRO can change how an imported product is assessed.

Under Section 25A, the competent Customs valuation authority may determine a customs value for particular goods or categories of goods. FBR states that a value determined under this section applies until it is revised or rescinded by the competent authority.

FBR maintains a searchable collection of Customs Valuation Rulings. Importers should check whether a ruling matches the product’s description, origin, specifications, model and commercial level rather than relying only on a similar product name.

SROs may impose, remove or reduce duties subject to specific products and conditions. Concessionary treatment may require supporting evidence such as a certificate of origin, approval, licence or proof that the importer meets the stated conditions.

What Do Green, Yellow, and Red Customs Channels Mean?

FBR describes the channels broadly as:

  • Green: Processing without routine customs intervention
  • Yellow: Processing based on uploaded-document review
  • Red: Higher-risk processing that may involve closer review or cargo examination

Importers cannot choose or guarantee a particular channel. A Green route does not remove the obligation to declare goods correctly. A Red route does not automatically mean wrongdoing. It means further customs processing may be required.

When Can Customs Request Documents or Examine Cargo?

How Can Importers Respond to an Assessment Difference?
