What Is A Goods Declaration?
The Core Customs Filing, Explained

Every shipment entering or leaving Pakistan needs a Goods Declaration filed through WeBOC. Here's what that actually involves.

The Basics

What A Goods Declaration Covers

The GD is the formal statement to Customs of what's in a shipment, its value, and its classification: the document that triggers assessment and clearance.

description

Declares What's Being Shipped

The GD lists the goods, quantities, declared value, and HS/PCT classification for the shipment being imported or exported.

Triggers Customs Assessment

Once filed, Customs uses the GD to assess applicable duties, taxes, and whether the shipment needs physical examination or additional regulatory clearance.

Filed By Licensed Agents

Only a licensed customs clearing agent can file a GD on an importer or exporter's behalf through WeBOC. It isn't a form you fill out yourself without one.

Increasingly Tied To PSW

A structured "GD 66-column" format now layers onto WeBOC's filing process, with some supporting requirements (like certain import licenses) routed through Pakistan Single Window.

GD Filed In WeBOC

The licensed agent files the Goods Declaration electronically through WeBOC, cross-checked against any additional PSW requirements for that cargo type.

Assessed & Cleared

Customs reviews the declaration, assesses duties and taxes, and, once paid and any inspection is complete, releases the shipment for pickup.

Good To Know

What Slows A GD Down

The most common reasons a Goods Declaration gets delayed.

warning

Missing Documents

An incomplete document set (missing certificate of origin, mismatched invoice values) is one of the most frequent causes of a held-up declaration.

category

Misclassification

An incorrect HS/PCT code can trigger reassessment or dispute, adding days to a clearance that would otherwise move quickly.

savings

Demurrage Risk

The longer a GD sits unfiled or unresolved, the longer cargo dwells at the terminal, which is exactly what turns into demurrage and storage charges.

FAQ

Goods Declaration Questions, Answered

What importers and exporters ask before their first GD is filed.

Who is allowed to file a Goods Declaration? expand_more
Only a licensed customs clearing agent can file a GD through WeBOC on an importer or exporter's behalf. Importers with their own WeBOC User-ID can technically self-file, but most work through a licensed agent instead.
What documents does a GD require? expand_more
At minimum, a commercial invoice, packing list, and transport document (bill of lading or airway bill). Depending on the goods, a certificate of origin and other regulatory certificates may also be required.
Can a Goods Declaration be filed before the cargo arrives? expand_more
Yes, and doing so is one of the most effective ways to reduce dwell time. Filing ahead of vessel or flight arrival lets Customs begin assessment earlier, reducing the risk of demurrage building up while cargo waits.
