Mwani Qatar isn't a Karachi Port Trust-style single-port authority — it's a single national entity that owns and manages every commercial seaport in the country, from Hamad Port's container terminals down to Al-Ruwais's regional cargo berths, plus Old Doha Port's cruise operations.
Qatar’s Single National Port Authority
Unlike Pakistan, where Karachi Port and Port Qasim are managed by two separate trusts, Qatar consolidates all of its commercial seaports under one entity: Mwani Qatar, formally the Qatar Ports Management Company, established 14 July 2009 with capital of QAR 501.76 million and supervised by Qatar’s Ministry of Transport. Anyone shipping into Qatar deals with the same authority regardless of which physical port their cargo actually lands at.
Mwani Qatar’s portfolio has three parts, and they are not interchangeable. Hamad Port, south of Doha at Umm Al Houl, is the country’s primary commercial gateway and the only facility handling meaningful container volume. Al-Ruwais Port, at Qatar’s northern tip, is a much smaller regional facility for general cargo and modest container handling. Old Doha Port, the country’s historic harbour, no longer handles cargo at all — Mwani redeveloped it between 2018 and 2022 into a cruise terminal and waterfront tourism district, timed to be ready ahead of the 2022 FIFA World Cup. A shipment cannot be discharged at Old Doha Port; if older documentation or a forwarder’s habits reference it as a cargo point, that information predates the redevelopment and no longer applies.
Landlord Authority, Not Terminal Operator
Mwani Qatar’s role is structural rather than operational. It owns the port land and infrastructure and sets the regulatory framework, but it does not run container terminal operations day to day. That job belongs to QTerminals, a joint venture in which Mwani Qatar holds 51% and Qatar Navigation (Milaha) holds the remaining 49%. This landlord-operator split is a similar structure to how Pakistan’s Karachi Port Trust owns the port while private concessionaires operate individual terminals, though Qatar’s version consolidates the entire country under one landlord rather than splitting it across city-specific trusts.
